The pension issues of lost-only-child families has become more severe along with the quickening pace of the aging society. The study in this paper aims to find the countermeasure which supports the actual situation of lost-only-child families in Dalian City.Data in this study is collected through a combination of questionnaires and case interviews. It randomly draws200copies of samples from five administrative districts, and then conducts interviews for typical cases, as well as understanding the status of the assistance work of lost-only-child families in Dalian City from the leaders of relevant departments. Through a statistical analysis of the data of questionnaires, we concludes and summarizes the content of the case interviews, and then it comes to the result that the difficulties for the pension of lost-only-child families mainly exist in four aspects, and finally we make analysis on the cause from four aspects of policy. After collecting the entire data related to the support policies of lost-only-child families which have been carried out in Xigang District of Dalian City in the last three years, we conduct comparative analysis of the project content, capital investment and the implementation effectiveness, thereby summarize the lessons and experiences as well as the gains and losses. Finally, this study proposes five proposals from the levels of macro-policy, social participation and personal renewal.In this study, we propose five countermeasures from the aspects of macro-policy, community involvement and personal reconstruction at the end. Firstly, improving the policy of encouraging and supporting the lost-only-child families scientifically; secondly, in the establishment of the support system for those lost-only-child families in Dalian City, the concepts need to be changed and the function sector collaboration should also be strengthened, and to introduce diversified pension modes while "activating" the support card; thirdly, guiding the cooperative participation of non-governmental organizations; fourthly, attaching importance to the speciality and interoperability trainings of the grassroots team in Dalian City; fifthly, improving the social interaction skills of lost-only-child families, promoting various channels to implement " hold together for warmth", as well as calling on developing the remaining energy of the lost-only-child families so as to reintegrate into the society.
