| After the Organizational Culture Theory was introduced to China in1980s, it caused the surge of organization culture construction. Although people have different understandings of organizational culture, they reach a consensus on the importance of continuing operation and long-term development of organizational culture. As organizational culture is the most direct factor in organization’s core competence, the construction of it constitutes the source and impetus of the continuing development of an organization. Economic globalization not only brought opportunities to China’s economic development but also confronted us with many challenges, and culture became a significant factor in measuring a country’s comprehensive national strength. As a result, both enterprises and government departments are expected to enhance their organizational culture construction so as to facilitate their survival, development and prosperity in fierce competition.As a special place for the law enforcement of public security authorities, the re-educational detention centers of Hainan Province shoulder the responsibility for maintaining social security and stability and thus become a window of the society. To solve the contradictions between the increasingly complex environment of law enforcement and the limited police force, to enhance the cohesion and combat effectiveness of the civilian police force, to exercise effective supervision over law offenders, to ensure the security and civilization of prisons and other places of custody, it is imperative to strengthen the construction of organizational culture.This thesis firstly centers around the Organizational Culture Theory and its research background and expounds the importance of organizational culture construction. It then studies the organizational culture construction of the re-educational detention centers of Hainan Province by means of documentary analyses, interviews, questionnaire surveys (The respondents were all the members of the police staff of the re-educational detention centers of Hainan Province. twenty-nine questionaires were distributed among them and twenty-four were collected). The thesis sorts out the development process of the organizational culture of the re-educational detention centers of Hainan Province, which has gone through three stages:regulatory culture which stresses "education, persuasion, and redemption", team culture which highlights "respect, tolerance, and solidarity", law enforcement culture which emphasizes "rationality, peacefulness, civilization, and standardization". To deepen the study, the author analyzes the current development of the organizational culture of the re-educational detention centers of Hainan Province, summarizes these centers’ prior achievement history, exposes such problems in the construction of organizational culture as turning organizational culture into political and ideological work or recreational and sports activities, the members’ weak subject consciousness, low participation, improper ensurance. To conclude the thesis, the author provides development strategies for the organizational culture of the re-educational detention centers of Hainan Province. |
