In1999, China formally entered the aging society.From1981to1999,Our aging process is only just18years,compared with developed countries’Decades or even centuries of the aging process.The rapid development of China’s aging population,and showing a large number of elderly people, grew faster, and so difficult pension issues. Pension issue has become a hot issue in China had concerns, pension problem is a matter of reform, development, and stability of the important work. More and more concerned in recent years, community care as a solution to the problem of aging of a new pension model.Community care,family support and social institutions complementary pension. Forming a diversified pension service system,but at this stage in our community care service system is not perfect, therefore, community care services for the analysis and study of the issue becomes increasingly urgent and necessary. At the same time at this stage and in the future, the development of community health care services will be related to the quality of life of many older people old age, regardless of the starting point is the filial piety or humane care, this is the value of my thesis lies.In order to improve our existing community care service system, combined with community care theory, the theory of hierarchy of needs and new public service theory.By literature analysis, qualitative analysis, quantitative analysis and other methods, detailed analysis on the development process of community care services, achievements and existing problems. To sum up,Combined with the history and characteristics of the community care service model of developed countries. Make recommendations to promote the adaptation of community health care service development of China’s national conditions for respect of medical services, daily care services, spiritual and cultural services, institution building, support policies, infrastructure development and supporting measures.
