As an important part of the public sector, institutions play an important role of maintaining public order and guarantee people live and work in peace and contentment. As the main body of institution, employee play a role in maintaining normal operation, and in the service of the public. Good incentive standard can let employees in a better service for the society and realize personal value at the same time. It can provide political basis for the institution to better adapt to the fierce market competition, and provide career planning countermeasures and suggestions for employees to develop themselves scientifically. According to two-factor theory, incentive factors is able to let employees feel satisfied and happy, and hygiene factors is likely to cause employee’s negative factors. The use of the study on incentive motivation factors and hygiene factors,not only clarify the current stimulation condition of the institution, but also let institutions establish proper incentive system to provide the reality basis.Using two-factor theory to study the incentive problems of institution staff, and refine the employee’s psychological and physiological feelings. Through a questionnaire and interview of the present situation of employees’ work, psychological factors, career planning, life needs of A institution in Xiangtan city, we analyze the recycling questionnaire data carefully, and conclude interview content scientifically to find the problems in health care factors and incentive factors. Analyzing these factors which are unfavorable to the development of the institution, we can conclude that it is necessary to optimize the compensation system, improve the appraisal system, standardize the system of rewards and punishment, improve the interpersonal relationship, create a good environment, introduce career planning, improve the training mechanism, increase interest in work and play promotion incentives, strengthen the responsibility consciousness. Incentive system can improve the institution from these aspects, and let employee of institution serve the people better, and also promote the value of the group.The whole text can be divided into five parts: the first part is introduction, which clarifies the background of the selected topic, illustrates the significance of topics, provides literature review of "institution" and "two-factor theory" both at home and abroad, and introduces the research idea and method of thesis writing; The second part introduces related concept of the institution employee incentive and the connotation of the two-factor theory, which provides a foreshadowing for subsequent writing paper; The third part analyzes the state of the institution employee incentive through the questionnaire survey and in-depth interviews, and puts forward several incentive problems; The fourth part make a deep analysis of the main causes of the institution employee incentives problem from twelve aspects like salary, assessment, rewards and punishments, interpersonal relationship, working environment, career planning, training, work interest, promotion, and the sense of responsibility; The fifth part put forward the main methods to strengthen institution employees incentive problems based on the two-factor theory.
