The Business Practice Of Peasants And Growth Of Rural Deliberative Governance

Since the reform and opening up, there have been many problems encountered in the rural governance with the complicated social interest relationship.The governance practice oriented deliberation have become a solution to the challenge.The academic circle has studied the phenomenon quite extensively. However, few of people think deeply the growing logic of rural deliberative governance with a perspective of localization. Given the research fault, we choose the perspective of business practice of peasants to research on the mechanism of rural deliberative governance.We describe the history of business practice of peasants and the rural deliberative governance in Zhejiang Province before the research on rural deliberative governance logic from three aspects:the classification of deliberation in governance, the governance mechanism in deliberation and the feature of governance in deliberation.The logic of rural deliberative governance is consist of 3 parts:1.The deliberation in making decision,the negotiation in the dispute and the discuss in the cooperation exist in the process of complexly rural governance practice.2.The multiple subjects of deliberative governance enhance the party legitimacy,the policy legimacy and the innovation of grass-roots government on the support of system, culture and organizational resources.3.The govrnance characteristic in the deliberation comprise three aspect:the soft governance under the guidance of deliberation,the grass-roots governance under the coordination of officials and people,the well-organized governance under the goal of harmony and the cooperative governance with the direct of interests.Overall, deliberation is the inherent spirit of governance, governance is the basic objective of deliberation.The deliberative governance is derived from the business practice of peasants.1.Rural deliberative governance is the result of development of farmers practice in industry and commerce on a certain stage. From the quality perspective, establishing the mechanism of rural deliberative governance is the inevitable requirement of the alleviation of rural social interests relationship.From the quantity perspective, increasing rural public affairs is the internal driving force to promote the rural deliberative governance.2. Farmers practice in industry and Commerce gave birth to the main subject conditions of rural deliberative governance,which contain self-consciousness, mutual rationality and communication ability.3. Business practice of peasants provides material conditions and social foundation for the rural deliberative governance. From a long-term point of view, the improvement of rural deliberative governance depends on the continued development of business practice of peasants.
