In recent years, with the continuous reform of the government and society system, and citizen’s gradually increasing about ocean awareness, the number of marine society organizations has been greatly increased. Especially in the 21st century, development characters are as follow:the surge in number, covering more wide range of areas, carrying out a variety of activities. But its development also shows a lot of problems, such as lack of organizational influence, social participation is not high, organizational autonomy is limited and so on. Theory of social capital provides a new analytical and research perspective for the study of marine society organizations development This article is intended to use social capital theory to explain the issues in development of marine society organizations. In the study of logic, by reviewing literature and combing related basic theory, and combining design of Putnam’s analysis about social capital latitude and A-SCAT scale, also considering the characteristics of the marine society organizations, This article summed up three-latitude including total 19 issues raised in the internal and external factors affecting the development of society organizations of social capital and social development. On this basis, this article selects the Chinese Society for Oceanography and the Blue Ocean, respectively, as a typical government-run ocean society organization and civil society ocean society organization, to do survey by using of social capital latitude analysis put forward above. Finally, countermeasures to promote the development of ocean society organizations are designed on the results of research. The main points of the article include:1. the development of China’s ocean society organizatbns is restricted mainly because of two aspects. One is the cohesion of the organization itself, which includes identification about the organization’s purpose, the degree of trust among the internal organization and the certainty and feasibility of organizational norms. The second is the ability to expand linking outside the organization, which is mainly subjected to interaction with government, public and domestic and foreign social organizations; 2. On the analysis of social capital perspective, there are different limiting factors in development between government-run ocean society organizations and civil ocean society organizations. The former is mainly limited by the cohesive social capital, while the latter is mainly limited by the type of outreach social capital; 3. To enhance ocean society organizations’internal and external trust, to improve mutually beneficial norms among diverse social body and ocean society organizations and to build a multi-level participating network is the important way to promote the development of Chinese ocean society organizations.
