The government helped the retired military officers settle down since the nineteen eighties. This undertaking has done great favor for the national defense and society development in our country in 30 years. But since the 21st century, helping the retired military officers settle down is facing more difficulties and conflict. The management and service model can’t give satisfaction to the retired military officers too. That is because the retired military officers’management and service agency (we call it RMOMSA for short below) inherits the mechanism of the planned economy. Our party and country have adjusted their policies to suit the demand of changing times, but they can’t solve the problem in the short term. Against this background the cultural construction of RMOMSA has sprung up in our country.The cultural of RMOMSA is an important part of the socialist culture with Chinese characteristics. It meets the retired military officers’growing cultural needs. It also improves the quality of service and management, eases the conflict, and promotes the harmonious development of society. A lot of RMOMSA have studied on the cultural construction in recent years. The achievements they got played an active role in helping the retired military officers settle down.But the cultural construction of RMOMSA is still at the exploratory stage:It’s hard to find an article over ten thousand words discussing the cultural construction of RMOMSA; Some leaders of RMOMSA lack of confidence, do or think little of the cultural construction; Some RMOMSA didn’t carry on cultural construction at all, or they did a lot while got a little Without guidelines.So, it’s time to go further study on cultural construction of RMOMSA, analyze its meanings and functions, and discuss its principles and methods. The retired military officers’physiological characteristics include ageing and sickening. Their psychological characteristics include esteem, social adaptation, self-fulfilling etc. These physiological and psychological characteristics decide that they need the cultural construction of RMOMSA urgently. While constructing, there are three rules must be observed:Firstly, the main constructer must be the retired military officers. Secondly, the staffs of RMOMSA must become leader of the construction. Thirdly, there must be long-term planning and long-acting mechanism to ensure the construction. There are three stages in constructing:The first stage is self-construction with internal resources, involves constructing platform for propaganda, constructing platform for exchange, and constructing platform for activities. The second stage is expanding with social resources, involves media resources, culture training resources, and community cultural resources. The third stage is comprehensive development with network resources, RMOMSA throughout the country will make prosperity development on cultural construction through their communication.
