Urban Management’s Dilemma And Way

In recent years, the conflict events caused by the urban management have frequently appeared in the media, urban management has become synonymous with brutal and violent on network, bearing more and more social emotions,the traditional urban management mode have faced the unprecedented challenges, the contradiction has been more and more sharper, voices of debate about reform also have been more and more higher. Specifically, there are five aspects in urban management’s dilemma. First of all, it’s a legal dilemma of law enforcement basis. Secondly,to be or not to be, it’s a double dilemma. Thirdly, it’s a security dilemma in the process of law enforcement. Fourthly, it’s a personnel dilemma because of not enough manpower. Fifthly, it’s a system dilemma which has no longitudinal leader. Besides these external dilemmas, urban management dilemma embodied as a moral dilemma, which is related with the "vulnerable groups" position, the media’s misleading, the misconduct in law enforcement and other various reasons. In China, moral judgment is particularly important for law enforcement, however, urban management law enforcement has walked into a moral dilemma. On the one hand, dilemma of urban management has become more and more large, on the other hand, it also suggests that the city management system in china does not fit the whole social optimal. Through the economic analysis of the principal contradiction, it has been found that because of that the urban management law try to absolutely control the huge number of offenders, the costs of the law-control is much too high, waht’s more, some social benefits has been cut down unnecessarily.which is a waste of social resources, a selection of arbitrary enforcement. So, the future road of the solution is:first, to narrow the scope of the law through economic development and legalize street vendors;secondly, to insure the rights can be clearly defined in the vendors legalization process, and external negative effect can effectively be disposed by right trading;Thirdly, to improve the security of law enforcement, to attach great importance to law enforcement procedures, to standardize law enforcement behavior, and so on.
