The Research On Mechanism Of The Participation Of Government Affairs Microblog In Government Public Service In China

The new media developing rapidly in recent years. on the background of changing government function and building a service-oriented government, the supply form of public service has been changed, the government use a new network platform for the public to provide public service has become an inevitable trend. This paper is based on government affairs microblog which is the research subject, and it discusses the mechanism of the participation of government affairs microblog in government public service. So the problem is "how" the government affairs microblog and "What should" the government affairs microblog do when participating in government public service. First of all, according to the definition and theoretical roots, we should make it clear that definition of the government affairs microblog and government public service as well as the intrinsic relationship between them and their theoretical basis. Then further analysis is about the function principle including basic function and service function and running mechanism which play a role in participation of the government affairs microblog in government public service, then mechanism model is put forward, which is lays the foundation for the research of government affairs microblog participation mechanism. Put forward the mechanism model of the participation of government affairs microblog in government public service, including: information sharing mechanism, the interactive mechanism, O2 O service mechanism, emergency response mechanism and incentive mechanism, and then analysis the characteristics of each mechanism and elements, as well as the overall analysis of the participation of government affairs microblog in government public service mechanism, the rationality and necessity of setting so as to demonstrate the mechanism of scientific model. Finally combining with the status of government affairs microblog participation in government public service in China and the problems, analysis influence government affairs microblog participation mechanisms play a role of constraints, China’s e-government microblog for participation in government public service mechanism of restriction conditions, including: The role of government affairs microblog is not clear, government affairs microblog lack of standardized management, public service resources scattered in government affairs microblog and government affairs microblog incentive mechanism is not perfect.Then suggest improve government affairs microblog participation system effectiveness. Mainly put forward four Suggestions: first, set up correct concept of public service. Second, setting up the management system of the standardization of government affairs microblog. Third, set up a system of government affairs microblog resources integration. Fourth, improve the government affairs microblog incentive mechanism.The most important thing of this research is to study the mechanism of the participation of Government Affairs Microblog in Government public service in china. through the principle analysis and the analysis of mechanism design by information sharing mechanism, the interactive mechanism, O2 O service mechanism, emergency response mechanism and incentive mechanism model, the mechanism of five mechanisms constitute the final function through analysis of the mechanism, put forward the relevant countermeasures. Through these measures and Suggestions to further improvement of government microblog function, the conditions of participation mechanism will allow the government to use e-government microblog provide better public services, it has also enabled the government to provide public service channels expanded, which provides a new possible path for building a service-oriented government.
