A Study On Institutionalization Of Deliberative Democracy In Rural Area

The rise of deliberative democracy is the reflection of freedom and democracy after the third wave of democratization.In early 21 st century,after introduced by western scholars,deliberative democracy gradually became a significant part of the development of Chinese democracy,as it could solve multiple issues in the development of social reality.Although originated from the west,deliberative democracy in China is raised and developed in a certain institutional environment,and is also the product of socialism with Chinese characteristics.The purpose of deliberative democracy is to advance indepth development of socialist democracy.Rural area is the cornerstone of the whole Chinese political tower.As our economy and society continue developing,the social presence of rural area in China has changed fundamentally after the reform and opening up policy.People in rural area are pursuing diversified benefits such as politics,environment and sustainable development as they are pursuing economic benefit.Pursuing diversified benefits yielded an urgent demand of proper democratic system.Therefore,applying deliberative democracy on promoting the development of democracy in rural area is an inexorable trend.Practice has proved that,the construction of deliberative democracy in rural area will not only bring prosperity in economy,but also keep the political stability,which conveys significant theoretical value and practical value to the construction of democracy in rural area in China.This article will discuss the study of deliberative democracy in rural area in five parts.Part one,introduction.This part will mainly elaborate the background,significance,domestic and international research status,research idea and approaches and the innovation and difficult of this study.Part two,theoretical summary of deliberative democracy.This part will summarize the core of deliberative democracy by combining the study of deliberative democracy in western countries,the political culture with Chinese characteristics and the primary stage of socialism.And based on that,this part will state the meaning of deliberative democracy and its basic feature,the meaning of institutionalization and the basic meaning and function of institutionalization of deliberative democracy,as well as discuss the value of institutionalization of deliberative democracy regarding to improving the grassroots autonomy from the aspects of deepening the reform of social management system in rural area,perfecting rules of procedure and guaranteeing the order of participating politics.Part three,the status of institutionalization of deliberative democracy in rural area and a sample analysis.This part will analyze the real situation of deliberative democracy in rural area in Yuyao by field research and literature arrangement,find out the proceeding situation of deliberative democracy and briefly describe the achievement.Part four,the bottleneck of institutionalization of deliberative democracy in rural area.This part will mainly elaborate the issue in the process of institutionalization,analyze the root cause of the issues and conclude several factors that restrict the institutionalization of deliberative democracy.Part five,the path of institutionalization of deliberative democracy in rural area.This part will explore the path of institutionalization of deliberative democracy in rural area from the aspects of improving the cognition of consultation subject on deliberative democracy,enhance the three transformations in the process of institutionalization,providing strong platform support for institutionalization and keeping the institutionalization up to date.
