Research On Improving The Community Home Care Services

Since China entered the aging society in 1999, in the recent decades, along with the elderly population growth, the pension problem increasingly become the domestic many scholars to study the subject, also has become the common people increasingly attention and discussion of the topic. On the one hand, continue to weaken, the traditional family endowment endowment institutions is not perfect, and the older groups and continue to show characteristics of aging, aging, empty nest "three" oligomerization; on the other hand, the city community development and constantly improve, constantly enhance service function, increasing the background, to explore the establishment of pension model in the community as the first choice to alleviate the burden of the family, and pension institutions to deal with the ageing.And the traditional sense of "family support" and "institutional pension" is different, the old-age home is a combination of both advantages and avoid the disadvantages of endowment pattern development together, is an adaptation of the current needs of the society, the pension model in line with the world people, both to avoid the disadvantages of the traditional family pension and agencies pension, and integrates the advantages of both. Within a community, by the professional pension service personnel use the resources in the community, the old-age home to provide the required pension services for the elderly. In this process, especially in the elderly of ageing and disability elderly people can not pass or rarely at home can obtain needed pension services through partner and child care.This paper adopts literature analysis and comparative analysis as research methods, through three related theories, namely the Need Hierarchy Theory, the Social Welfare Socialization Theory and the Community Theory. Combing with the current development status of neighborhood, it study deeply of the current status of the development of urban community family support mode, analysis the possible problems, and through the relevant analysis of Baiyun Street, Liandu district, Lishui city community home endowment. Combined with relevant theoretical knowledge, the author puts forward five aspects in view of the current patterns of the city community home endowment development policy recommendations. It emphasize that the government departments should function in the formulation of policy, financial input, staffing, mechanism perfection etc… Meanwhile, the market should be in combination to attract all kinds of capital and outsourcing services and the government work together to play a greater role. Non profit organization should focus on relying on the community to broaden the service function, make up for the lack of resources and the efficiency of government is not higher shortcomings, at the same time, the establishment of exchange mechanism between regional government policy to make up for the short board.
