Risk Governance Government Accountability

With the socialist modernization moving forward, the contemporary society has entered into a risk society with serious consequences, Since the German sociologist Ulrich Beck put forward the concept of "risk society" in 1980 s, risk problem has attracted widespread attention. How to recognize risk objectively, prevent and avoid risk actively, and effective governance of risk not only to be hot spot in the theoretical circle, but also to be important responsibility of the government. This paper start with explain the risk, management and the connotation and the characteristic of risk management, emphatically analyze the problems and difficulties of risk management would be faced in modern society. That means the difficulties would be brought by the unpredictability and universality of risk as well as the inequality of distribution and the additively problems of risk. These problems make risk management would be in a dilemma with facing such as the failure of the government, the defects of expert system, the negative effects of risk management and the conflict of development goals, etc. To overcome the challenge of risk management,it must be let the goverment bring into play its real function,and establish a responsible government. Specifically, That need us divide responsibility right to keep government in a dominant position in risk management; Change the concept of risk management and play a role in multiple subjects; Establish a flexible government to enhance the ability of dealing with risk; Strengthen the system construction to improve management mechanism of risk.
