China is in the modern process of urbanization, coupled with the increasing civicawareness NIMBY increasing phenomenon. One hand, the increased demand forurban public facilities, while its negative external effects is also enhanced; Other hand,with increasing awareness of civil rights, the diversity of expression of these publicfacilities is more difficulties. The NIMBY conflict is increasing. In recent years,China has many citizens confliction caused by the NIMBY. However, the governmentis lack of experience and ability, failling to solve the problem. The local governmentsurgent need for an effective way to deal with. Therefore, in-depth study on thisimportant issue of the "NIMBY", has a strong practical and theoretical value.Firstly, we analysis the NIMBY concept and characteristics, and describe thecause of the NIMBY phenomenon. Followed by a projects in Guangzhou, clarify theNIMBY phenomenon, government, experts, residents tripartite stakeholders stanceand attitude. Again, on the basis of extremely elaborated Guangzhou refuseincineration project the NIMBY plight performance, summed up the NIMBYphenomenon in Guangzhou, waste incineration power generation project case fivemain reasons: lack of public reason, the lack of neutrality of the experts, the projectbenefits pole large is not balanced, the inherent defects of the traditional policy model,the lack of effective risk control. Finally, from the five aspects of public policy, expertreview mechanism, environmental rights, policy development, risk managementeffective response. These measures include: to foster public reason, the establishmentof a neutral expert evaluation mechanism, the establishment of environmental publicdamage compensation mechanism, the establishment of a new policy model "citizenparticipation" and to strengthen the project’s risk management. Hoping to provide areference for China’s local governments to alleviate and solve the "NIMBY dilemma.
