The NIMBY Confliction And Governance

With the development of economy and society,the demand for public services by the public is increasing.Meanwhile,people's awareness of rights is also constantly awakening.At this stage,the conflict between neighboring countries has become an emerging problem,and has gradually been highly valued by all circles of society.The conflict has made the government decision-making difficult,and the problem of neighborhood avoidance has become a problem that needs to be paid attention to when local government governance.In this paper,the location of L County in Hainan Province town of D villagers against the construction of waste incineration power plant as an example,combing neighbor avoid conflict process,in-depth analysis of controversial urban NIMBY conflict problem,each of the main points of the NIMBY phenomenon with common problems and the other obstacle problems in the conflict,from the government,the public,the third party perspective about solving the general path of NIMBY conflict,put forward countermeasures to avoid conflict o.The full text is divided into five parts.The first part is the introduction,which mainly explains and analyzes the background of the selected topic,the research value,the structure and method of the study,and also studies the worldwide research results.The second part is mainly about the related concepts and the neighbor to avoid conflict theory,explains the concept of NIMBY facilities,adjacent to avoid conflict and environmental NIMBY conflict,and attribute analysis of NIMBY conflict,namely the objective existence of functional and stage,difference,society,thought and reason of NIMBY conflict can be roughly divided into the government,people and social three factors.The third part,based on the case study of D town in L County of Hainan Province,reviewed the D villagers' opposition to the establishment of the waste incineration power plant in L County,and analyzed the neighborhood conflict in the county.The fourth part is mainly based on three levels to study the direct cause of the conflict.At the government level,the main form of government can be attributed the traditional decision-making mode,the information disclosure,the collective interest orientation,the worsening crisis of confidence;at the public level,environmental rights consciousness,NIMBY mismanagement harm health,directly affect the price,information is not correct communication caused by the public collective struggle.The third party;in the social level,the EIA institutions lack self-discipline,lack of supervision and other folk organizations.The fifth part aims at the causes of these conflicts,and explores the effective mechanism of conflict resolution.At the government level,in order to obtain the support of the community,we should change the concept of government decision-making,increase government information publicity for the risk of conflict,improve the relevant laws and regulations of neighboring facilities.On the public level,we should also improve their ability to express their interests in the "near avoidance" event,select effective compensation mechanism,select reasonable means and correct information guidance.At the same time,from the social point of view,it is necessary to standardize the EIA institutions,improve the credibility of environmental assessment,and create relevant non-governmental supervision organizations at an early date to improve the supervision of vacancies.Under the coordinated efforts of many parties,the conflict avoidance can be effectively solved and managed.
