The Research Of Waste Incineration Plant's NIMBY Governed Countermeasures In H City

With the rapid development of urbanization,the situation of "garbage besieged city" is becoming more and more serious.As an effective way to solve the problem of "garbage besieged city",the waste incineration plant has become the best choice for the disposal of waste in recent years.However,people around the waste incineration plant need to bear the corresponding environmental costs,economic costs and health costs,so the conflicts around the waste incineration plant have been increasing in recent years.With the continuous development of economy,the original landfill has been unable to meet the needs of garbage in H city.During the "12th Five-Year",H city planned to construct 2 waste incineration plants.However,due to the surrounding masses,the 2 incineration plants have not started yet.This not only caused the problem of waste disposal in H city becoming more and more serious,but also led to the contradiction between the government and the masses.During the "13th Five-Year" period,the waste disposal problem in H city became more serious.To meet the requirement of waste disposal,H city decided to reconstruct the waste incineration plant in "13th Five-Year" period.However,looking from the present actual situation of H city,differences between the public and the government on whether to build waste incineration plant are still there.This paper summed up the reasons for the NIMBY conflicts,based on the balance and harmony of thought,put forward some countermeasures to avoid the NIMBY conflict of waste incineration plant adjacent in H city by interviews,observation and other methods,The research shows that :(1)the NIMBY conflict was related with government,the surrounding people and the third parties.From the government level,the decision is not democratic,transparent,accustomed to the traditional rights management mode;from the angle of the masses,waste incineration plants against their own interests,but all kinds of compensation system are not reasonable;from the third party's perspective,professional design agencies catering to the government and some bad media reporting false news make the NIMBY conflict become more and more serious.The effect of NIMBY conflicts hurt both the government and the local people.(2)Based on the waste incineration plant's NIMBY conflicts situation in "12th Five-Year" period,analysed that interest imbalance was the fundamental reason of causing the NIMBY conflict in H city.The research put forward some countermeasures like making the scientific and democratic decision,effectively protecting the interests of the masses,reasonably using the third party's strength,and so on,and expects that those suggestions can help H city avoid or solve waste incineration plant NIMBY conflict,accelerate the construction of waste incineration plant in the city of H,and effectively solve the problem of "garbage siege".
