Research On Formation Mechanism And Resolution Strategy Of NIMBY Effect From The Perspective Of Stakeholders

At present,China's urban development is fast,and neighboring facilities are rapidly developing in the process of urbanization and become an indispensable part of urban development.The emergence of NIMBY facilities often brings good social effects to the whole society,can meet the needs of most of the public,and allows the majority of the public to enjoy the benefits of public facilities.However,the negative external factors such as damage to physical and mental health brought about by the neighboring facilities have infringed on the interests of the surrounding public.The public will often prevent the construction of the NIMBY facilities in order to protect their own interests.It is easy for the government to handle the public's appeals.Causes neighbors to avoid conflicts and fall into the border to avoid difficulties.At present,from the many cases of avoidance effects,the government has failed to solve the problem of NIMBY and avoiding a set of effective countermeasures,so that such incidents occur frequently but cannot be solved.Therefore,this paper takes Guangzhou Likeng Waste Incineration Plant as a typical case to deeply analyze the causes of the emergence of NIMBY and propose targeted countermeasures,which has important practical significance for the government to solve the problem of NIMBY.Based on the NIMBY caused by the Likeng waste incineration plant,this paper reviews the research of NIMBY problems by domestic and foreign scholars,and uses the stakeholder theory to take the Likeng waste incineration plant as a typical case to sort out the construction of the Likeng waste incineration plant.With the NIMBY incidents formed in the operation management,the three main stakeholders of the government,the public,and the enterprise are extracted,and their positions and attitudes in the conflict avoidance are analyzed.The government,the public,and the enterprise are explored to avoid the avoidance.The causes of the conflicts,and from the three aspects of the government,the public and the enterprise,propose targeted countermeasures to manage the problem of NIMBY.
