As a social institution providing management services to nonprofit governmental organizations, covering most of our industry plays an important role in China’s national economic development. But its a long period under the protection of special political system, the prevalence of staffing, employee motivation is not high, inefficient management and other issues. Current theory and practice of public sector employees performance appraisal is in the exploratory stage, the theory is not mature enough, the practice is not deep enough. In this paper, the performance appraisal condition B institution for the study, combined with the current national policies and institutions own characteristics, combined with the practical use of the theoretical literature, empirical analysis, inductive analysis and other research methods conducted in-depth research, put forward their own passports.Article first chapter describes the research background, purpose and meaning, content and research methods. Literature review chapter introduces the theory of meaning and performance appraisal performance appraisal. Chapter III B status quo institutions performance assessment analyzes the problems and their causes. Chapter IV Chapter III problems for improvement ideas and principles presented. Finally, this study concludes.Through empirical research on public sector employees work performance assessment, combined B and institutions of its own staff as well as the characteristics of the existing problems of performance appraisal, through the establishment of an effective performance appraisal system, to achieve the overall performance of an employee’s personal performance units and units of common improve the target, leading to the promotion of rapid and sustainable development B institutions.
