Along with the deepening of reform and opening up, Business unit reform will face three direction: a classified administration; Another step by step into the enterprise; The last will continue to keep in the institution. Facing a serious situation of reform, institution not only needs to development goals and strategic planning and carrying out the scientific system, need more through fine management, to improve the executive ability, with a new management method to improve the efficiency of the work, performance evaluation has become an indispensable important content.Based on L county traffic transportation as the research object, by adopting the method of literature analysis, questionnaire investigation, interview, through the observation of the now commissioning the goal of performance appraisal and research, found the problems, find out the main factors influencing the performance improvement. L county, the currently used transportation performance appraisal system is relatively simple, assessment and management disjointed, don’t pay attention to the daily data of retained. Combined is qualitative quantitative, but qualitative in the majority. Target evaluation index is a breakthrough, but is not scientific enough, and lack of executive force, annual appraisal finally will become a mere formality. In this paper, on the basis of objective management based on key performance indicators(KPI) system assessment method, direct control of key activities in the organization’s role as the core, so as to optimize the performance appraisal system. Combined with the balanced scorecard, according to the strategic target tease out strategic kpis, and combined with the inspection department mission requirements, refining the inspection department team members KPI. Try to build a L county transport department performance evaluation system. According to the new appraisal system of the implementation of the safeguard measures are put forward.
