The concept of "Governance System" was first raised in the third plenary session of the 18th Central Committee of the CPC, changing the wording of "social management", which has been emphasized since the 16th Central Committee of the CPC, into "social governance". Social organizations, as one of the three major bodies in social construction, together with government departments and enterprises, have grown into an indispensable force in the efforts of innovating social governance and promoting the modernization of the governance system and governance capability. Social organizations, with their peculiar civil, non-profit, organizational features, are playing a more and more important role in compensating for social failure, providing public service, creating employment and pushing forward the political advancement. So far, social organizations in China has gained certain progress, but they are still confronted with many problems from both the external environment and the inside. Therefore, in the perspective of social governance, an in-depth research into the functions, positioning, effect and development of social organizations is of great theoretical and practical significance.By sorting out and comparing research materials on domestic and overseas social organizations, and taking into consideration of the status quo of Jiangsu’s social organizations, this thesis makes an in-depth analysis and objective summary of the overall situation and major features of social organizations’development. It identifies and analyzes the causes that restrict social organizations’development and hinder them from playing their role in social governance, thus upraising some solutions on how to reform, innovate and improve the management of social organizations and promote their healthy development for them to shoulder the responsibility of social governance.The thesis firstly introduces the research background, status quo of such research both at home and abroad, research ideas and methods.The second chapter offers reasonable definition for relevant concepts and illustrates related theoretical basis. It defines the concept, range, and classification of social organizations, and the three integral parts of social organizations, which are social groups, non-governmental non-enterprise entities and foundations. It also points out the three fundamental features of social organizations, which are "non-governmental", "non-profit", and "social".The third chapter analyzes the major effect of social organizations in social governance from these four aspects:promoting economic development, coordinating social life, providing public service and facilitating political development.The forth chapter analyzes the development process and characteristics of social organizations, on the basis of previous analysis. Based on the data collected from a large number of questionnaires, it points out the realistic characteristics of social organizations in such aspects as age structure of working staff, education degree, religious belief, scales of social organizations’ activities, extent of organization and channels for opinion expression, after the dramatic increase of the number of China’s social organizations since the reform and opening up policy.The fifth chapter summarizes the problems existing in the social organizations at present. From the development process of China’s social organizations, due to the lack of activity funds, perfect law and regulations, government administration and self management, China’s social organizations are still developing at an overall low level, far from meeting the needs of economic and social development and people’s expectations.The sixth chapter introduces the general development of overseas social organizations and their enlightenment to China’s social organizations. Overseas social organizations start their development early and have relatively larger scales and more mature management and operation system. Their success dwells in the perfect legal system, mature fund-raising channels, decent government relations and sound supervision system.The seventh chapter proposes some measures to speed up the development of China’s social organizations. Firstly, we should encourage and promote social organizations’ development and establish a mechanism of mutual trust and cooperation between government and social organizations. The government should widely purchase social service, improve preferential tax policies for social organizations, cultivate key areas for social organizations’development and set up incubation bases for social organizations. Secondly, we should intensify the administration and supervision on social organizations, enhance their capability of self-construction, improve the registration system for social organizations and establish an all-round supervision model. Thirdly, we should create a good environment for social organizations’growth and development, establish and improve the legal system of social organizations, create sound social environment and improve social organizations’ political status.The last part is the conclusion where important ideas gained from this research are summarized and the direction for future research is pointed out.
