A Study On The Problems And Improvement Path Of Chinese Citizens’ Internet Political Participation

As the results of the rapid development of information technology, Internet as new media emerged. It is not only a symbol of progress and development of human communication technology, but is an unprecedented way to penetrate into every aspect of modern social life quickly. Network has changed people’s lifestyle and way of thinking by its enormous influence, and Chinese political modernization process has produced a new political phenomenon—the Citizens’ Internet Political Participation.The Citizens’ Political Participation influences the political process through a certain way and means to conduct civic and the Citizens’ Internet Political Participation is an extension of the network in the form of the Citizens’ Political Participation and the state on the Internet. Vast amounts of information, such as openness and effectiveness of the unique characteristics make the Internet has become one of the main way of citizens’ political participation. When the needs of citizens in the reality of political participation are not met, they will take advantage of the network, this virtual space to vent, and the media through the network to realize the demands of political participation. With the popularity of the Internet, Internet users ranks grow, more and more citizens access to information through the Internet and political participation in political life, the network for Chinese citizens’ political participation more important influence. When the network is carried out in conjunction with Chinese politics, China’s political development has occurred, what changes? Political participation of citizens on the country’s political life had a meaning what? What are the problems of online political participation of our citizens? How to correctly understand, guide and improve the network of modern Chinese citizens’ political participation?This paper focuses on these issues in order to participate in traditional political theory as the theoretical basis for the practice of traditional political participation of citizens and political participation as a research basis, under the guidance of the basic principles of Marxist historical materialism, through the adoption of political science, philosophy, methods of Communication multidisciplinary perspective so characteristic of our citizens to participate in the political significance of the network are summarized, its problems and its causes were analyzed and discussed its perfect path.Specifically, this paper is also discussed by four parts without the introduction:The introduction is the introductory part of the paper. It mainly describes the background and significance of the topic of this article, current research, this paper research ideas and research methods and innovative points of the deficiencies and so on.The first part is about the main concepts of citizen political participation overview. This part that bases on traditional political participation theory discusses the relevant theory, through analysis, comparison, induction, summed up the meaning of the Citizens’ Internet Political Participation, and sums up the development process of the Citizens’ Internet Political Participation, including the initial stage(1995- 2000), the initial development phase(2001-2005) and the rapid development stage(2006-present).At the same time, this part summarizes the characteristics of the Citizens’ Internet Political Participation: compared with the traditional political participation, the Citizens’ Internet Political Participation has participating in a wide range, subject has involved behavior conceal, participating directly, low participation cost, equal participation in the process and other features. In addition, this part also describes the significance of the Citizens’ Internet Political Participation: the Citizens’ Internet Political Participation to some extent enhances citizen’s participation consciousness and autonomy, and strengthens the effectiveness of citizen oversight of government and society, and promotes the rational and public policy scientific.The second part is about the problems and the main reasons for the existence of the Citizens’ Internet Political Participation.
