Comparative Study Between Chinese And Western Citizens’ Political Participation

Citizens’ political participation is the core of modern democracy and the standard of political development. As a modern democratic theory and practice in our country, citizens’ political participation is gradually developing and improving. The right of political participation to be recognized on the law, which from the promulgation and implementation of the Electoral Law, the Administrative Supervision Law, the Organic Law of the residents, and the Organic Law of Villagers. Sixteenth Communist Party of China Committee proposed the objectives and requirements of "expansion of political participation," and the seventh session of the Communist Party of China Committee further proposed the requirement of expanding the citizens’ orderly participation in political affairs at each level and in every field. At the same times, active of public participation in politics is rising, the basis of participation in the is expanding, and the test of grassroots democracy is abundant. In such a political atmosphere, the political participation is more and more attention, and the research is more and more rich. Western countries have a strong democratic tradition, practice of political participation is very extensive, so, form a more systematic theoretical system of political participation. Compared with western countries, Political Participation in China is still a new field, the theory and practice also does not accumulate sufficient, so, we must learn the theory of political participation in Western, gradually form political participation with Chinese characteristics, and promote China’s democracy.Democratic political theory and the theory of civil society in the Western form the theoretical basis for political participation, Constitution, relevant laws and political participation for citizens to provide the legal protection, electoral system supervision system, autonomous system, such as the formation of a consultation system in the Western political participation of the institutional environment. Through Individuals and organizations, Citizens participate in politics follow orderly, legal and rational principles, which can promote the democratization of scientific decision-making, ensure the normal operation of public power, enhance citizen’s political quality and enhance the level of political society. However, due to various factors, political participation in Western legal level, the level of institutionalization, the resulting effects and trends in the future there are many differences.
