"Government Performance" concept originated in a series of government reform movement initiated by Western countries late 20 th century, in the process, attention and research on the "government performance" related issues become an important part of Western Administrative Reform movement. Visible performance management is an important method of governance governance, is an indispensable means of governance. Local Government Performance management as a worldwide problem, has been the focus of the government, domestic and foreign experts and scholars at all levels of concern.In this paper, the performance of public management theory as a guide to our local government, especially in Tieling City of performance management for the study, the use of case studies and empirical research, through the Tieling existing problems of performance management research and analysis of the causes, learning domestic local governments advanced experience, propose reform measures suitable for the performance of Tieling City, to provide new ideas for the reform. Division two final staffing and functions from agencies proposed Tieling city government performance management innovation operability countermeasures and suggestions.The article is divided into six parts.The first part is the connotation and development status of local government performance management were outlined, including some of the theoretical knowledge and the status of local government performance management of our performance management.The second part is the Tieling performance management reforms outlined. Tieling stage focuses on the development of evaluation system, based on its analysis of the facts.The third part focuses on the work of thinking Tieling City after the performance management reform, namely, the development of performance management principles Tieling City and Improvement start point.The fourth part of the performance management reform in Tieling City, the problems are summarized, we raised five issues Tieling city government performance management currently exists.The fifth part of Tieling performance management recommendations for improvements and countermeasures, configuration and functions of the division two recommendations for improvement from agency personnel.The sixth part is the conclusion.
