Study On The Optimization Of Performance Management Of Local Government

Ever since the Third Plenary Session if the 11th Central Committee of the Chinese Communist Party, the reform and opening-up policy in china’s mainland has lasted for more than 30 years, bringing ground-breaking progress to the country, society, economy and people’s life. However, under such rapid development of both society and economy, our country is also in face with increasingly threatening crisis of government’s management and trust. In order to meet the demand of the development of our domestic economy, and also to meet the challenges coming from international competitions, it’s impending that our country carry out reforms on aspects related to government’s function. And that of the local governments, as the forefront of the country’s management, must be more significant. Therefore, the work of performance management of local governments in our country has already started groping and piloting, and has acquired remarkable achievement.This article focuses on the study on the optimization of the performance management of Chinese local government, in which I have summarized the current research status both at home and abroad on government performance management, and expounded a series of theories and practices of scholars in the field of government performance management. In this paper, I took Fuzhou city, the municipal government performance management system of which in 2015 was introduced in details, for example, from five aspects:the objects of performance management, the content, the organization and implementation, the work steps of appraisal assessment, and the analysis method of results, thus to sum up the common problems and work to improve the proposal; Next, I took, on the overall basis of analysis of the Fuzhou municipal government performance management, its work report in 2013 for instance to analyze it in terms of the performance of the task, the effectiveness and its major problems; Finally, I put forward some suggestions to optimize the local government performance management from respects like to select evaluation index scientifically, to strengthen publicity, to further expand the scope of the assessment body, to establish a sound rational and effective evaluation system, to regulate the assessment procedures strictly and to increase the feedback of assessment results through a variety of channels and so on.
