Research On The Government Function In The Construction Of Elderly Home Care Service System In China

Since the step into 21 st century, the population aged process of our nation has speeded up, the scale of aged people grew up and the demand for aged care service has increased accordingly. With the implementation of “two children” policy this year, the old’s and young’s family issue deteriorates. Elderly home care service has developed to be the heated topic of the society and the important content of the government. Then how can we build up effective system for elderly home care service? How can we achieve the orderly development of elderly home care service? By conclusion of overseas and domestic undergoing, due to the public product feature of elderly care service, only the proceeding way from the top(the government) to the bottom could guarantee the sustainable development of elderly home care service.Based on the related theories regarding Government Function, the author firstly reviews some research literatures in and out, and points out five functions of the government during the construction of elderly home care service; Secondly, makes use of on-site interview and investigation, comes into conclusion about the government issues existing in the process, and finds out the reasons why the government functions are hindered; finally, after reviewing the abroad experiences, gets into conclusions for the government to give full play during the system construction of social and efficient elderly home care services, which could satisfy the social demand and the people’s life demand.
