| The civil service system is an important symbol of the modernization of personnel administrative system. A national civil service system is reasonable and if the science of great influence on the behavior of the government, the civil service system in their country’s political and economic system closely linked together. The research topic of this paper is the reform of the civil service system in Laos.Laos is a low degree of development of less developed countries, coupled with Laos since the founding of the people’s Republic of China later, Lao civil service system development is relatively slow, until 1993 before the promulgation of the Lao civil service regulations, the civil service system in Laos was officially established. But the civil service system in Laos from the establishment started. They are all kinds of problems, the Lao government in order to solve these problems on the continuous reform of the civil service system, mainly including the reform of performance appraisal system for civil servants, the civil service promotion system reform, examination and employment system for civil service and civil servants training system. Through the reform of the civil service system, some achievements have been received, but there are also some problems.Firstly, the concept and characteristics of the civil service system in Laos and other basic conditions made the necessary instructions, especially the formation and development of the civil service; secondly, the content of the civil service system were analyzed and the surrounding performance appraisal system, the promotion for the four aspects of the system, examination system and training system of detailed analysis of the characteristics and causes of Laos and civil service reform are discussed; third, analysis of the causes of problems and put forward the reform of the civil service system in the process of Laos, which is the focus of this study, the same four aspects of the civil service system mainly carries the analysis; finally this paper puts forward some countermeasures and suggestions according to the problems of the civil service. |
