Civil servants are important human resources in the country, is the the specific actors of administrative affairs, practitioners and body of building a service-oriented government, the establishment of high-quality civil service to adapt to the new situation and development requirements is crucial to build a service-oriented, efficient and innovative government. The increasing complexity of social and economic affairs, the development of modern science and technology, diverse requirements of service object, change the role of government put forward higher requirements. Training of civil servants is responsible for the civil service career development, plays a fundamental role to improve skills and mine potential and optimize the team.Civil service training process management and effectiveness have an impact on the degree of enhancing the ability of civil servants. To improve the existing civil service training process management is the basic means to improve the personal qualities,but also a necessary requirement to improve administrative efficiency.Based on the research of Zhengzhou civil service training management,according to steps of summarizing problem—analyzing reason—proposing methods,introducing the PDCA Model during the Training,combined with practical training in Zhengzhou,this paper analyzes training system and the main defects and shortcomings existing in the training process management, develops solutions and measures,presets demand analysis,states analysis steps and methods in details,adds training effect evaluation cycle to quality assessment and evaluation,introduce appropriately advanced practice abroad,and tries to build a new integrated civil servant training system, to control quality and manage every part of civil servant training,whole process can be improved and strengthened.This paper manages to provide advice for Zhengzhou municipal government to pay more attention on the issue of civil servant training. By studying of this issue, it is also expected to offer some practical suggestions to promote scientific and administrative modernization process, to do a useful exploration to establish efficient civil service of adopting development requirements in new situation.
