In modern society, talent has become the key factor in the development of an unit or organization for a long time. Talents, the important creators and propagator of advanced productivity advanced culture, increasingly decisive roles in national and regional competition.The state council issues the talent as the relationship between the talent of the party and the state is crucial for the development of the various undertakings to prominent position, puts forward the implementation of the strategy of China via human resource development. Talents provide intelligence guarantee to the maritime fundamental and core competitiveness.Training is an effective means to enhance the competitiveness of talents, whose purpose is to establish a high-quality team with reasonable structure, and there are always talented people coming forth. When knowledge update faster in the information society, to catch up with the social changes, people have to keep learning. Lifelong learning will become a new fashion in the future. E-learning,as a kind of learning model, rapidly develops in the world and provides a platform for learners with abundant resources, flexible schedule, optional self-learning, and online communication. This efficient and convenient learning model favored by more and more learners.The advantages of E- learning, such as low costs and learning in personalized, lifelong, interactive and experiential way, promote its growth. In the informationization environment, the essence of E-learning is to combine information technology with curriculums. It’s suitable for employees to learn more to improve their knowledges and abilities.In addition, we should take the advantage of the Internet with features like rich resources, quickly update and easily access, to find out a desirable learning mode within the office in the process for information acquisition, analysis, processes, transfer and feedback. The innovation of training model will play an active role in improving civil servants’ability and standards of service.
