Study Of Government Portal Evaluation System Based On AHP

The 21st century is the new era of global informatization progress. With the development of web2.0, it draws man closer to the Internet. The project of "Internet plus initiative" in 2015 enhances the influence of Internet in different social areas. E-governance is an important part of Internet application. Practice indicates that E-governance is a must to do in information age. The fundamental of the E-governance is to construct a perfect and effective service platform——government portal. An excellent government portal represents the administrative capacity of the government and influences its E-governance degree. In that way, it is important to establish a scientific system of government portal evaluation index to assess the status of government portal. The conclusion of evaluation may contribute to the development of the portal.Specifically, the research consists of five parts. The first part epitomizes the thesis from background, significance, content and methods. The second part makes a clear explanation of E-governance, government portal and government portal evaluation for theoretical support of the research; then analyses the past studies of government portal evaluation methods and index for technical resource of the research. The third part is to establish the system of government portal evaluation index by AHP. The forth part is empirical study. The thesis analyses government portal status of 16 cities in Anhui Province by the evaluation system of the research and makes suggestions for the development of other government portals objectively. The last part is to summarize the general advantages and disadvantages of the research, and assess its results.In fact, there are many relevant researches on government portal evaluation in our country. However, themes of most of them are extremely narrow and they always evaluate by customer satisfaction, performance appraisal or information publication. Some of them are not scientific and their evaluation index models are quite feeble. Now, basing the past studies on government portal evaluation and some basic evaluation principles, the research establishes a general government portal evaluation system model with a tri-grade index by AHP. At the same time, linking theory with practice, the thesis analyses government portal status of 16 cities in Anhui Province and makes suggestions for the development of other government portals objectively. In some degree, this research has significance in social development.
