By the end of 2015, the population of 60 years old and above has reached 212.42 million in our country, and the proportion has accounted for 15.5%, the rapid increase of aging population, and the tendency of "not rich first old" makes us to face the problem of supporting old people, along with the weakening of family supporting function at the same time, as well as the living standard of people is rising, the social endowment function is strengthening and the new diversified requirements are put forward. In 2015, the ministry of civil affairs, the national development and reform commission and other departments issued " The implementation opinion about encouraging private capital to participate in the development of the endowment services" and " The implementation opinions about developmental financial supporting the service system of social endowment " and other documents, so the country has attached great importance to the development of home-based care for the aged, and actively promotes the social forces to involve in the home-based care for the aged.Studies show that more than 85% of the elderly prefer to choose home endowment, and the proportion of choosing to stay in the public or private pension institution, just accounts for 6% to 8%. The data show that home-based care has become the first choice for the elderly, so promoting the development of home-based care has been the important task of solving the problem of serious pension services and improving the elderly life quality. But at present, the development of home-based care for the aged is still in the initial stage, whose development is not yet mature, and who has to improve constantly, so we need to expand the coverage of home-based care for the aged, as well as its service functions, so that it can achieve all-round development. The development of home-based care for the aged needs the support of various social forces. In recent years, many cities’ home endowment enterprise has got support from social forces, such as non-profit organizations, social enterprise, its development is becoming mature gradually, such as Shanghai, Ningbo, Nanjing. This article will study the support system of home-based care for the aged of Jinan. The study aims to find problems of the support system of home-based care for the aged of Jinan through the analysis of theory and practice, and provides suggestions for the development of home-based care for the aged.The main methods used in this article are literature research, questionnaire investigation, comparative analysis, interview method. It uses Social embedding theory, Welfare pluralism theory, new public service theory, Maslow’s hierarchy of needs as the theoretical basis, taking the support system of home-based care for the aged of Jinan as the research object. The article is divided into four parts, the first part introduced the research background and significance of this article, reviewed related literature at home and abroad, clarified the research ideas and methods of the article, then, it defined the concept of home-based care for the aged, home endowment service, the support system of home-based care for the aged in city, and illustrated the composition of the support system of home-based care for the aged in city. The second part introduced the status of the support system of home-based care for the aged in Jinan. Firstly, it choosed the supporting body as the main line to introduce the overall situation, secondly, it described the detail of Li Xia district of Jinan, based on the actual data. The third part, according to analyzing the recent situation of the support system of home-based care for the aged in city, it summarized problems of the support system, and analyzed the reasons. The fourth part put forward advice of improving the support system of home-based care for the aged in Jinan, aiming at solving the problems raised in the third part.
