Research On The Satisfaction Of Rural Public Service In Henan Province

Eighteen major reports put forward that our country will construct a service government with scientific functions, structure optimization, clean and efficient, people’s satisfaction, which requires further strengthen the government’s public service function, and supply continuous public services. Public services in rural areas is an important part of public service, increaseing the supply of public services and improveing satisfaction of public services in rural areas is both the essence of government requirements. At the same time,it’s also an important way to reduce the difference between urban and rural areas, and promote the equalization of urban-rural public service.30 years of reform and opening up, Henan Province comprehensive economic strength has markedly increased, the basic public service system construction have made significant progress. But as a major agricultural province, a large proportion of the rural population,it is an arduous task to ensure the equalization of the basic public services between urban and rural. In 2016, Henan provincial government work report made it clear that the government will increase fiscal expenditure on basic public services and solve the problem of the supply of public services in rural areas. Under this background, studying the satisfaction of public services in rural areas of Henan Province has important practical significance to solve the rural public service supply shortage, adjust the structure of rural public service supply and enhance the rural public service quality.Paper is divided into six parts: the first part introduces the research background and significance, literature review, relevant concepts, theoretical tools, research methods and research ideas, research found and deficiencies; the second part analyzes the status of public services in rural areas, it’s characteristics, rural public service satisfaction degree and influencing factors are analyzed too. The third part first introduces the selection and questionnaire design of the survey indicators in rural public service, then, according to the findings of the ten counties of Henan Province five city area, analyzes the satisfaction of the basic situation of Henan Province rural public service, including public service totality satisfaction and all kinds of public service satisfaction. The fourth Part the application of SEM structural equation model, further analysis of the relevance and impact of public services in rural areas of Henan Province between the various types of satisfaction. The fifth part puts forward the existing problems of Henan Province rural public service satisfaction from five aspects, including disparity between urban and rural public services, imperfect rural social security system, rural public service policy residents participate in small, rural living environment service attaches great importance to the deficiency and imbalance in the structure of rural public service supply and demand. The finally part are some countermeasures and suggestions to improve the satisfaction of rural public service in Henan province.Studying this topic can provide effective reference for establishing public satisfaction evaluation index system conformed to the actual situation in henan province.
