In recent years, civil service exam continues to heat up, hundreds of thousands of people apply for a job is not uncommon. Most candidates of the civil servants think the simple working, stability and good social evaluation is the main reason to attract t hem to apply for the civil service. However, with the gradual standardization of civil service’s wage management, the civil servants, especially the grassroots civil servants complainmore and more about the great pressure and the low income.The objective situation of the economic growth slowdown and the acceleration of economic transformationput forward higher requirements to the work of governments at all levels. "5+2", "white + black" has become the norm work for many grass-roots civil servants. On the one hand, is a public exam fever continued high, on the other hand is a grass-roots civil servants complain incessantly, the "siege" phenomenon of civil servants has been formed.What is the reason to cause such a contrast?What is the level of the job satisfaction of the civil service groups ? Both theexperts and the media predict that resignation tide of the civil servantswill really come or not.The true state of the grassroots civil servants need more attention.In the process of building a service oriented government, the human resource management in public sector which was rarely concerned in the past has become more and more important. The job satisfaction of the civil servants research has become an important partof the human resource management in public sector. The job satisfaction has a direct impact on employee’s work attitude. As the main body of government administration, the civil servants’ job satisfaction has a direct impact on the efficiency of government work. So doing a overall survey to the le vel of job satisfaction of civil servants has a positive effect to how to effectively improve the job satisfaction, the efficiency of government work, and the public image of the government.The job satisfaction has become a hot research direction in the management and the psychology. However, the domestic research is limited to the enterprise, the relative research of civil servants’ job satisfaction is relatively backward. This study aims at the problem of job satisfaction of the county level of the grass-roots civil servants, and takes the civil servants in P County of Sichuan Province as a sample.It takes the positivism research paradigm of dynamic, combines the literature research, structured interviews, questionnaire survey, statistical analysis and other research methods. This paper contains 24 subjects of civil servants’ job satisfaction scale and 7 dimensions including work pay, promotion way, colleague relationship, work itself, value embodiment, work environment, work system and so on. It analyse s the results of 102 questionnaires by using the SPSS quantitative analysis tools, and using the descriptive analysis, the factor analysis, the variance analysis, the alpha test and the T test. This paper systematically analyzes the status of P county civil servants’ job satisfaction, and explores the factors that affect the level of job satisfaction of civil servants in P county.It gives suggestions on how to improve the job satisfaction of civil servants,concluding six aspects about improving wages and benefits, broaden the channel of promotion, improving the incentive mechanism, creating a good environment, and building harmonious relations, implementation of the humanized management. So as to provide effective reference for human resource management in public sector.
