A Research Of The Policy Instruments Selection Of The Government Governance Under NIMBY Situation

Urbanization development is a double-edged sword with opportunities and challenges, which achieves remarkable economic benefits and brings new problems to government public management as well. In the process of urban development, scientific project planning of public facilities becomes one of the important functions of government, while requirements of public infrastructure increases. With the constant advance of urbanization process, civil society steps forward, especially reflecting in heightened civil rights awareness and diversified method of interest appealing. Citizens expressing their dissatisfaction with the site selection of public infra structure construction, as a manifestation of interest appealing, provokes conflict of interest among government, enterprises and civics, Which is just the origin of NIMBY Conflict. At present, evolutional trail of Chinese NIMBY(Not In My Back Yard) Conflict follows the same mode——from civil individual interest appealing to unexpected group incidents, or even group violent incidents. This kind of conflict expands continuously, and ultimately caused the situation of public interest being damaged such as disturbing the public order, harming the government finance. Synthesizing typical cases of NIMBY Conflict, we can see that the governance model of "the government issuing decisions---citizens expressing opinions---government explaining policies" is invalid. How to improve scientificity and validity of Government Governance is the urgent problem to solve at the moment.I think study from the angle of the policy instruments can make more operational governance guidelines. Constructing governance policy tools and choosing matrix system are helpful to overcome the deficiencies of government governance, thus raise the scientificity and validity of governance. This paper starts with current situation of our governmental tool, analysis reasons of Dilemma of tool selection in existence and sequentially put forward the idea of choosing matrix construction as policy tool, namely put the policy goal as selective guide, policy tools features as selective foundation, target group appealing as selectively realistic gist. According to construction idea of tool selection, taking the theory of governance and good governance and flexible management theory as theoretical guidance, "purpose-approach " as analysis method, build target-oriented policy tool selection matrix. By analysis of policy goal of four periods under the NIMBY situation ——conflicting incubation period, rational struggle stage, irrational struggle stage, conflict resolution and comment stage, build the matrix gradually. By achieving the period task of cutting NIMBY risk, conflict after treatment, finally achieve the general goal of transforming from NIMBY to YIMBY(Yes In My Back Yard).In the end, put forward optimization suggestions when we put the tool selective matrix in NIMBY conflicts in practical application.
