The Research On The Cooperation In Drug Control Between China And The Countries Surrounding The Golden Triangle

For a long time, the Golden Triangle is the most serious drug source areas which has a huge penetration to China. Since the 1990s, China with Myanmar, Laos, Thailand and other neighboring countries surrounding the Golden Triangle had developed various forms of cooperation, also established a multi-level cooperation mechanism, and had made some achievements. However, since 2006, the opium poppy cultivation in the Golden Triangle region showed a trend of growth for seven consecutive years, the drug production has increased sharply, drug export to China also has big increases, which made the drug situation grim again.There are two aspects of reasons to explain why the Golden Triangle drug problem is making a comeback. On one side, there are some problems among the China and surrounding countries of Golden Triangle in the anti-drug cooperation, mainly in the lack of initiative, cooperation mechanisms are inadequate, alternative planting is weak to follow up. On the other side, anti-drug cooperation is facing some obstacles, mainly in the differences in national laws and culture, the poverty problem in the drug source areas and the expansion of the international drug market.To overcome the problems and obstacles in the anti-drug cooperation, China, Myanmar, Laos, Thailand and other countries surrounding the Golden Triangle should further improve the cooperation mechanism in the original basis of cooperation. In the long term, solving the problem of poverty should be the basis for the settlement of the Golden Triangle drug problem. At the same time, strengthen the efforts to crackdown drug crimes in circulation, share intelligence adequately and promptly, do more efforts on police cooperation and judicial cooperation and so on. In the aspects of anti-drug education and drug rehabilitation, countries surrounding the Golden Triangle should not only do their own work, but also help the backward areas in terms of capital and technology to enhance their working ability on anti-drug and drug rehabilitation.
