Standardization Of The Basic Rural Social Work Research

Solving the farmers’ basic life and social needs and strengthening the grass-roots service ability, which has gradually become the core of the party and government in the process to build a service-oriented government and harmonious rural. The basic rural social work means to explore and innovate the path of rural social governance from the perspective of professional social work. It is not only an innovation exploration of rural grassroots social governance, but also the government’s measure to achieve stability of the state. Meanwhile, It is a series of acts of governance and the process of institutional arrangements, which take justice and orders as its basis and citizens’ constitutional rights as its core.Presently scholars have various definitions on the rural social work, social work is also a professional skill, and China’s rural situation is different and complex, so the author deeply think how to provide farmers with the rural social work. Considering the imbalance of the public service between the urban and the rural and the rural unique humanities and social environment, I will reconstruct a concept that is called the basic rural social work. It splices and ponders multiple factors, which is the subject of rural social work, farmers, rural cultural context and the professional value concept and method of social work. Its management and services will not only involve the most basic or most "bottom line" areas in the rural community affairs, but also involve the most central and most crucial part in rural social work. Its content mainly includes the community correction, social relief, social special care and social organizations incubation, etc.Then, how to guarantee the farmers’ needs? I think that we should based on the domestic and foreign rural social work experiences, then set and list the specific standards. I will discuss the construction principles, the construction methods, the system contents, and the system framework and implementation mechanism in this article.Finally, I will point out that the standardization of basic rural social work exploration might interfere in some of the characteristics of the professional social work, so we must think carefully on the social work standard type, the discretion of social workers, the scope and content of social work standards and overseas experience for reference. In addition, its standard is a minimum standard of basic rural social work services, and will vary with the level of economic development and stage of development in our country. The basic rural social work will be dynamically adjusted, and its standardization is based on the standardization of civil affairs.
