The Research On Government Microblog’s Credibility In Public Emergencies

The government’s credibility is the foundation of existence and development of a government. And it is also necessary for the government’s ruling validity. In human society, risk and disaster always go hand in hand. In our country, on the one hand, man-made risks such as mass incidents are constantly emerging; on the other hand, the traditional risk still exists such as earthquakes, floods and other natural disasters. In light of superposition of old and new risks, the public events emerge endlessly. These sudden public events not only test the response capacity of public emergency in our country, but also test the government’s credibility.With the development of Internet technology and the popularization, government microblogs have emerged. Government microblogs injected new elements for public emergency response, and has played a positive role in the information release, public opinion guide, interact with people and so on. But at the same time, government microblogs still have some deficiencies in the public emergency response, such as fail to release information timely, accurately and completely. These defects are destroying the government microblog’s credibility. In the present, how to make good use of government microblogs to assist the offline government to deal with public emergencies is a new proposition, that the era have entrusted to all levels of government, and how to seize the opportunity turn the crisis into an opportunity for comprehensive promotion government microblog’s and the government’s credibility, is the key problem that need government to consider.Based on the risk society theory, social contract theory and responsible government theory, this paper has comb through the concept of public emergency, the government’s credibility and government microblog’s credibility, and then using the grounded theory research methods to encode and analyze public review. And it is concluded that there are three aspects of influence factors:the government, the media and the public. Under these three effect factors, this paper induces the content characteristics, issues, events, precipitation and the other 18 concepts and offline government response, hypnotic effect, contrast and so on in 9 categories. After that, this paper takes Shanghai trampling event and Tianjin explosion event for examples, to analyze the local government microblogs’ response in these two public emergencies. Based on the whole analyze, this paper finally take up five suggestions to enhance the government’s and the government microblog’s credibility, such as put forward the information fast, the information content to be true, the network public opinion must to be guide and so on.
