| Public security organ as an important functional department of our government bears the important responsibility of combating crimes, serving the people, safeguarding social and political stability and the stability of the state. Currently the state government is positively searching for the reform of administrative system, and the local public security departments and the police have continuously carried out various forms of performance appraisal system that is covering the entire police force. Practice has proved that the implementation of performance appraisal can reverse the presence of civilian police who is suffering from burnout, not positive, undisciplined and so on, and then fully mobilize the work enthusiasm and creativity of the police. However, by the influence of objective factors, many problems exist in the current police performance appraisal system both in ideas and in the assessment methods or assessment procedures. Therefore, how to build a sound scientific performance appraisal system is currently an important issue in the police force management.This paper combined the characteristics of public security work, and based on collating and analyzing the theory about domestic and foreign performance appraisal, and made the reality of Public Security Bureau in the Development Zone of W city as an example to analyze the current situation and potential problems in the performance appraisal system that had been executed. To all identified problems in the research, the author established and improved the performance appraisal system in the Public Security Bureau in the Development Zone of W city based on the related theories of performance evaluation.This paper is divided into four chapters:Chapter 1: Introduction. This chapter firstly raises the background of the conducted research on the performance appraisal system in the Public Security Bureau of W city, and presents the realistic significance of the research from both theory and practice aspects. Meanwhile, on the basis of reading a large amount of papers in the preparation for research, the author presented the current research situation both in domestic and overseas police performance appraisal system as well as the research methods and ideas that have been adopted in the research process.Chapter 2: The brief summary of evaluation theory for public security police. This chapter mainly focuses on the basic concepts and theories involved in the research. The first part is the introduction of the contents, methods and the elements of the performance appraisal and based on that, the second part will present the related theories of the performance appraisal in public security police. Firstly, the contents of the police performance appraisal are presented from the perspectives of economy, society and politics. Then the goal of this system is discussed from the aspects of organization goal and that of personal. The last part interprets the significance of the police performance appraisal from four perspectives of fulfilling democracy and responsibility, creating a positive inferior competitive environment, strengthening the quality of the police staff and fulfilling the reasonable disposition of the police force.Chapter 3: The current situation, problems and causes of the performance appraisal system in the Public Security Bureau in Development Zone of W city. Based on the comprehensive field surveys conducted earlier, this chapter is about the current situation of the performance appraisal system in the Public Security Bureau in the Development Zone of W city. Meanwhile, according to the analysis of the evaluation statistics and the result of questionnaire survey, following five problems are shown: the subjectivity in the process of evaluation; the incompleteness of the assessment subject; the ambiguousness of responsibilities and the lack of pertinence; the lack of effective system for communication and feedback as well as the lack of effective incentive mechanism. The last part is the analysis of the reasons caused such problems from both objective and subjective aspects.Chapter 4: The improvement of the performance appraisal system in Public Security Bureau in the Development Zone of W city. To all identified problems mentioned in Chapter 3, the author raised corresponding solutions and suggestions on the basis of the current situation in the bureau and the theories about the performance appraisal system. These solutions and suggestions are also put forward from the respects of enhancing work position analysis, strengthening the assessment subject in multi-angles, setting a reasonable evaluation index system, well analysing of the evaluation results and improving the performance appraisal feedback and incentive mechanism. The aim is to build a performance evaluation system that suits for the current situation of the Public Security Bureau in Development Zone of W city and further improve the level of scientific management in the bureau and the working ability of the police force. |
