Retired cadres is the valuable wealth of the party and the country, State President Xi Jinping who is general secretary of the Central Committee of Chinese Communist has stressed in the national commending conference of excellent workers and collectives in veteran cadre working : respecting the old cadres is esteeming the party’s glorious history, caring for veteran cadres is loving the party’s precious wealth, learning the old cadres is studying the party’s eximious tradition and style, paying attention to play the role of veteran cadres is attaching great importance to the party’s important political resources.Executing the political and living conditions for relocated retired cadres, making them a sense of security, medical care, learning, worthiness, happiness is an important responsibility for all levels of Party committees and governments to implement the work policy for retired veteran cadres,is also an important task of public management.Based on the special social environment as the background which arise in the reform and opening situation, this paper analyzes the implement the status of political and living treatment, personal living conditions and mental status of relocated retired cadres in Chongqing, through literature research, empirical analysis, case studies and other research, states some problems existing such as implementation of visiting and condoling, reimbursement of medical expenses, improving the living environment and psychological gap and so on, and puts forward opinions and suggestions to improve service management for relocated retired cadres.The text is divided into five parts. The first part is to expound the academic and practical significance of the paper, mainly explain the related definitions of retired cadres and relocation. The second part is to discusses the related policies and related theories of retired cadres in China, analyze the shortcomings of existing research policy theory. The third part is to analyze and expound implementation status of the distribution, living conditions and treatment for relocated retired cadres of Chongqing city, comparing to resettlement work in Beijing, Jiangxi, Shanxi to summarize relevant experience. The fourth part is to find out existing problems through the analysis of the resettlement of retired cadres, and put forward the solution according to the current policy. Fifth part is to summarize and put forward more suggestions.This paper is aim to analyze existing problems in the service management of relocated retired cadres and put forward corresponding solutions, especially explore to establish the relevant policies in the political treatment, medical problems, gap of living subsidy, management fees, housing, psychological gap, expecting to ensure the relocated retired cadres to enjoy their later years through interactive cooperation with management department in allocation place.
