Research On The Disorder Of Citizen Participation And Its Correction In The Management Of The Cause Of Community Culture

Citizen’s orderly participation is first proposed in the report of the 17 th National Congress of CPC, and the report of the 18 th National Congress of CPC indicates that the government should expand citizen’s orderly political participation at all levels and areas. The citizen’s participation mainly focuses on politics in early period, with the further development of democracy, the theoretical and practical research in citizen participation has broken through the category of traditional political participation and gradually extended to the field of administration, economy, culture and so forth. In recent years, the citizen’s sense of participation is being promoted, but under the influence of many factors, there exist plenty of difficulties and problems, which just result in the disorder of citizen’s participation.Starting with the basic theory of citizen’s participation in community culture management, this thesis makes a scientific analysis and study on the cause of citizen’s participation disorder in community culture management, using literature analysis, questionnaire, interview method and other methods to study the citizen participation in disorder. This thesis makes a scientific analysis and study on the cause of citizen’s participation disorder in community culture management, such as serious official standard thought, citizens to be restricted by the traditional culture. Some feasible measures are provided, such as transferring official standard thought, building a service-oriented government and citizen society, and breaking through the traditional culture, promoting the citizen participation, improving citizen’s capability of participation. At the end of the thesis, Jiefang District in Jiaozuo City is taken as an example to analyze and grasp its current situation and characterastics, point its drawbacks, and propose corresponding solutions. The solutions provided in this research can offer a reference, deep research on on the disorder of citizen’s participation not only strengthen the interaction between the government and citizens, making up the deficiency in some point, but also promote citizen’s orderly participation.
