An Empirical Study On Government Credibility Construction Of Dunhuang City Under The Social Capital Perspective

For a long time, the trust crisis has become a new challenge facing governments all over the world, improve the credibility of the government, change the public distrust of the government’s attitude, build a democracy, equality, trust of the government credit has become the common goal of the government. The government credibility is an important measure of government credit. Is an area of "intangible assets", for a country’s economic,political, has very important influence the development of culture and society. Our country is in the period of social transformation, economic and social development into high speed is remarkable, the credibility of the government is also rising, but in some areas, some time,too there are some government administrative law, alienation of administrative power,administrative corruption, led directly to the decline in the credibility of the government.Therefore, the factors research is committed to the credibility of the government influence,find favorable Measures to improve the credibility of the government’s suggestion, has very important practical significance. The credibility of the government’s research involves two subjects, one is the government itself, and the second is the social public. Until now, a large number of relevant research literature concentrated in government behavior to affect the credibility of, pay close attention to the government’s credibility, quality of service,administrative and democratization degree more in accordance with the law, and seldom research from the aspect of social public. Therefore, this study borrow social capital theory,from the perspective of social public to explore factors affecting the credibility of the government and the lifting scheme, also has very important theoretical significance.The social capital theory as the basis, from the new perspective of government credibility, not only has a solid foundation and space research, but also provides a new perspective on citizenship analysis tool for researchers. This study selected a county-level city in Western China-- Dunhuang city as a sample, using the methods of theoretical elaboration and a combination of empirical analysis, analysis on new empirical framework.Firstly, using the factor analysis method, not only for Dunhuang city to trust, participation,specification for the status quo of social capital factors; and also measured by Dunhuang municipal government in the administrative system, government management, status quo of city government credibility construction as the main factors the impact of various factors. Secondly, the social capital of Dunhuang city government credibility regression analysis model is established by regression method. Finally, on the basis of the establishment of regression model, the Dunhuang city government’s credibility of the construction of the plight and suggestions are also doing a useful discussion.Research shows that: one is the social capital of Dunhuang city in accordance with the concept and connotation of the standard, the interpersonal trust, institutional trust,community participation, participation in public affairs, differences in the degree of correlation between social norms and other factors, including the general trust factor score3.682, 3.319 score system of trust factor, social norm factor scores of 3.583 associations in3.269 factor scores, the scores of 3.228. participation in public affairs overall, Dunhuang City, the total amount of social capital is 3.416, at a relatively high level. The two is the comprehensive score of Dunhuang municipal government is the credibility of the government administrative system of government management satisfaction, satisfaction,satisfaction of the city in three dimensions and the total average value is 3.287., according to the relevant the existing literature, the comprehensive evaluation of Dunhuang city government credibility rating of good. The three is through the multiple social capital of Dunhuang city of Dunhuang municipal government credibility. Regression analysis, social capital, Dunhuang City, interpersonal and Institutional Trust found that participation in public affairs, social norms and Dunhuang city government credibility has significant positive correlation. Therefore, social capital on the credibility of the government has to promote the role and the social capital can improve the credibility of the government.
