The quality is a lifeline for vocational education. Since21st century, many countries in the world actively develop policies and programs to strengthen the management of the quality of vocational education, so as to better improve and enhance the quality of national vocational education, and to achieve the sustainable development of the vocational education. On April9th,2008, the European Commission submitted to the European Parliament and the Council of the European its proposal for European Quality Assurance Reference Framework for Vocational Education and Training. On May11,2009, the European Parliament and the European Council officially adopted the proposals on European Quality Assurance Reference Framework for Vocational Education and Training. Since then, the framework has been implemented in EU. Based on the European Quality Assurance Reference Framework for Vocational Education and Training, this paper tries to study its background, development process, the main contents, characteristics and its role. Through comprehensive and systematical research, the paper would provide certain implications for vocational education quality assurance in China.This paper consists of five sections:Section one is introduction. This section is to explain the reason of the study, to introduce the study content about the European Quality Assurance Reference Framework for Vocational Education and Training, and to define some core concepts in this study.Section two analyzes the context. From the aspects of background times and backup theory, this chapter analyzes the background of setting of the European Quality Assurance Reference Framework for Vocational Education and Training.Section three is about the content analysis. It systemically describes quality assurance, monitor process and quality indicators of the European Quality Assurance Reference Framework for Vocational Education and Training.Section four is about the characteristics and functions of the framework. Based on the above analysis of the European Quality Assurance Reference Framework for Vocational Education and Training, this part introduces comprehensively the characteristics and functions of the framework.Section five is about implications. Through detailed introduction of the framework and the current situations of the quality assurance of the vocational education in China, the paper summarizes the benefit implications for our quality assurance of vocational education.
