The State Council of China promulgated the "Long-term Science and TechnologyDevelopment Plan (2006-2020)," the plan emphasis that under the background of economicglobalization and the new technology revolution, accelerate the establishment with enterpriseas the main body, promote the university-industry cooperation(UIC)technical innovationsystem, which is a key link in the process of the national innovation system. In recent years,with the vigorous development of UIC, and the resulting number of innovation achievement,makes the government, enterprises and universities give more attention to UIC, the UIC hasgradually become a national innovation strategy. As an integral part of national innovationsystem, the university is the body of knowledge production or spread. Universities are themain external source of Chinese enterprises seeking collaborative innovative. As theinteractive way of university and industry, the UIC patent can not only solve the dilemma ofuniversity research cannot be transformed, but also to solve enterprise technology problems,promote product innovation and industrial upgrading. With the further development of UIC,the number of UIC patents increase quickly, the UIC patent technical quality has beenwidespread concern.Based on Derwent patent database,this paper searches cooperation patents informationof Project985universities in China from1994to2008,and use the number of citing patentsas an indicator of the quality of patents to analyze patent quality characteristics; We usehierarchical model (HLM) did empirical research on factors influencing the quality ofpatents. Studies have shown that,at the individual level,the partners of cooperation patent,the extensive of applications,authorized area and patent technology base have a significantrelationship with patent quality. At the organizational level, the university discipline natureand enterprises research funding have a significant positive correlation with patent quality,the relationship between the universities region’s economic development level andtechnology needs and quality of patents is not significant.
