As a developing country with rapid development, China, in just a few decades, has made remarkable achievements in political and economic aspects. In sports, it also has had a glittering career. However, Chinese football has been difficult to improve. The national team’s poor performance also causes state leaders’ attention on Chinese football. Chairman Xi Jinping, vice premier Liu Yandong and other leading comrades have repeatedly asked about the development of football sports in our country, and have publicly stated the importance of popularizing youth football. Football, as the most influential sport in the world, has attracted more and more attention from people all over the world. The experience of football in developed countries shows that strengthening youth football training of personnel reserve is an important part of promoting the sustainable development of national football sports. In April2009, the General Sports Administration and the Ministry of Education jointly issued the notice on carrying out the national youth school football activities. The notice calls for extensively carrying out the school football activities in nationwide primary and secondary schools and universities, popularizing football knowledge and skills, and forming the training system of youth football personnel reserve, which is based on schools and combines sports and education. Guangzhou is one of the layout cities of "School Football" activities. As "The Mayor’s Cup" school football league successfully held and the relevant work of "Guangzhou needs to popularize the School football ’321’project and promote the construction of school football culture" goes on smoothly,"School Football" activities in Guangzhou have made some progress.According to the principle of stratified and random sampling, and taking the designated middle schools of Guangzhou youth "School Football" as the research object, the paper investigates football teachers and students in12designated high schools of12districts in Guangzhou. Using the methods of literature, questionnaire, mathematical statistics and logic analysis, the paper investigates and analyses setting-up conditions of specialized school football agencies in designated middle schools, the situation of football sports facilities, football teachers and students participating in football, and the situation of "School Football" winter and summer camps. The paper tries to reflect the current reality of "School Football" in Guangzhou middle schools, find out rewarding experience and existing constraints in the process of conduction. The paper mainly has the following conclusions:First,"School Football" activities in Guangzhou preliminary established the basic framework and system of work, formed a relatively effective management mechanism, implemented effectively various policy documents and plans, and made phased achievements. Second, all equipments are almost complete in every designated middle school. Third, the ages, professional titles and degrees of football teachers are reasonable in structure, but their professional skill levels are uneven. Fourth, all designated middle schools basically carried out interclass and intergraded league according to the requirement, but most schools can’t guarantee the proportion of students’ participating in football activities. Fifth, the main factors restricting the conduction of "School Football" include unsound appraisal system of "School Football", inadequate funding, poor propaganda, scant spare time and lagging teaching recourse construction.
