The development of the school-based PE curriculum is an important partof school education reform, meeting the sports demand in different regions andschools, at the same time, building a broader platform of phsical education reform andinnovation for teachers. China is a large agricultural country, thus the education inrural junior middle schools plays an important part. Through thestudy of school-based curriculum development, we can improve theembarrassing situation of nothing to be taught caused by teaching conditions andenvironmental factors and without equipment available, it is of great theory andrealistic meanings to promote the sports teaching reform in rural junior middleschools.In the article, the development of the PE school-based curriculum in Jishou istaken as the research object. In view of the sports foundation in junior middle schoolsin Jishou, the author conducts the investigation and studies the advantagesand restrictive factors of the present situation of the curriculum development, as wellas a case analysis and puts forward to some measures promoting the development ofthe PE school-based curriculum in junior middle schools in Jishou. Methods likeliterature, the questionnaire survey, mathematical statistics, interviewsand comparative analysis, and so on are mainly used in the research. The results showthat:1. The sports foundation in rural junior middle schools in Jishou is notperfect. Among the PE teachers are young teachers with generally higher bachelordegree or above accounted for78.9%, who have at least4years of teachingexperience. But the sex ratio is out of balance and the structure of seniority presentspolarization. Moreover, the implementation of the three-grade curriculum at schoolis not optimistic, which makes that sports venues and facilities cannot meet thenormal PE teaching need. Some schools do not even have the track and venuessuitable for sports.2. Currently, among10rural middle schools in Jishou, there are4schools starting the school-based curriculum development. The longest developmenttime is more than four year while the shortest less than two years.10sports projects have been developed, basically the folk traditional sports. PE teachers have feweropportunities to participate in sports-based curriculum training, with poor curriculumdevelopment capabilities. From the developed effect, school-based PEcurriculums ease the plight of sports teaching, enrich sports teaching contents andimprove students’ Sports participation in rural junior middle schools in Jishou in acertain extent. The reason why some schools don’t exploit School based PEcurriculum mainly are the lack in expert guidance, teachers’ motivation, andequipment resources etc.3. Jishou is a minority enclave,with rich National Folk Sports Resources suchas Tall horse, bamboo dance, playing top, Miao Drum,which were very popularamong local students.These folk sports items provide the resources superiority for theschool-based PE curriculum development in rural junior middle schools inJishou. In addition, the natural canyon, streams, waterfalls, caves around theschools provide ground for sports activity In other words,the unique geographical environment offers another advantage for the developmentof the school-based PE curriculum.4. The education authorities and leaders of Jishou failed to realize the importanceof sports-based curriculum, which led to under-developed curriculum developmentcapacity and lack of investment in PE education in rural junior schools. All the abovementioned contributed to the constraints on school-based PE curriculum developmentin rural junior high schools.5.For promoting school based PE curriculum in rural junior high,educationdepartments and school leaders should effectively change the idea that “sport is adeputy lesson" concept;strengthen training and guidance on school based PEcurriculum in rural junior high; make full use of the region’s PE resources and thegeographical environment nearby; Complete evaluation mechanisms of school basedPE curriculum; increase funding investment on school based PE curriculum in ruraljunior high,to ensure the smooth implementation and sustainable development ofschool based sport curriculum.
