Since21st century the social-economic patterns and social structures shape are having ahuge change, which is changing from the industrial economic and industrial society to theknowledge economy and knowledge society. In the future world, knowledge will become themain driving force of economic growth in the economic development and market competition.Whether a country or an enterprise has the competitive advantage, it depends on its havinghuman resources who latest knowledge and the continuous innovation ability, so we must payattention to the training and development of human resources.This paper takes the water supply company as the research object, on the basis ofinvestigation and data collection, we deeply analyses the existing problems on the trainingand development of human resources in enterprises,then we use the basic theories andmethods of the project management, summarize and put forward the development projectabout " three type " talent of the water supply company. We carry out the project design fromproject plans, and cost control, and quality management, assessment effect and so on. In theprocess of specific project implementation,we Take internal training, external training, withonly mentor, rotation exercise and other forms,so that we could strengthen the ability ofmanagement’s policy implementation, team management skills, professional and technicalpersonnel’s technical research capabilities, innovation, job skills, working knowledge of theoperating personnel, safety knowledge, ethics training. The project focuses on themanagement and control work during the implementation of the project. Through Preparingthe strict cost spending plans, regulating the use and the approval process of costs,strengthening supervision and appraisal and other measures,we achieve the goals of theproject cost management and control; through Preparing the development schedule, trackingthe implementation of the plan timely, we achieve the progress’s real-time control; throughexplicating the content quality management,building multi-dimensional quality assurance system, improving the quality management system and other measures we guarantee theproject quality objectives. Finally, to realize the goal of the development of human resourceseffectively, the project would take various measures to safeguard during the process whichinclude increase propaganda, ensure financial support, build knowledge-sharing platform,improve employee training system and create a learning-oriented corporate culture. In theTwelfth Five-Year Plan period, we endeavor to produce one hundred compound managementtalents, one hundred technical experts and five hundred skill operation personnel.
