As a carrier of material, time is a kind of important resources. For each person, time is equal and limited, there is no exception to lower grade students in primary school. Time is also an important carrier of junior students’learning and living in primary school, therefore, the way of time distribution of lower grade students in primary school reflects their studying and living condition directly. During the early stage of physical and mental development, lower grade students are incapable of planning their time independently. Therefore, their; time distribution should be given more. attention. It has certain research value to study on the time distribution of junior students in primary school both in the sense of educational theories and meaning of educational practice.With lower grade students in primary-school as the research object of this paper, according to their daily time order, the author classifies the time of lower grade students in primary school, and studies their time distribution on facts from different time dimension. According to junior students’ physical and mental development characteristic and the related policy formulated by the department, the author demonstrates that lower grade students’time distribution is unreasonable in primary school in China. Then the author puts forward some suggestions on lower grade students’ time distribution in primary school.The problems of the time distribution of lower grade students in primary school are mainly in the following aspects:First of all, compared with lower grade students in primary school abroad, it is so early to get up that they do not have enough sleep for lower grade students of our primary school; Secondly, the time for lower grade students arriving at school is too early and the time they stay at school is too long relatively; Thirdly, it is imbalanced that the distribution of their learning time and activity time. Their learning time is too long and their activity time is too little; Fourthly, they have little time to plan their time on their own and most of their time is arranged by their elders; Finally, in weekends, holidays, summer and winter vacations, they have little time to play and rest,The main reason of the unreasonable time distribution of lower grade students in primary school is that school and parents neglect their physical and mental development characteristics. School extends their school time and class time; teachers occupy their rest time; parents arrange their discretionary time, which makes their discretionary time is occupied by homework, after-school classes and interest classes. Secondly, educational administrative and supervision department lack supervision and management of extracurricular tutor agencies. Affected by "exam-oriented education", they spend a lot of time for tutoring; therefore their learning time is extended. Finally, from the aspect of lower grade students in primary school, their consciousness of planning their own time is weak.Reasonable adjustments to the time allocation of lower grades students in primary school need the joint efforts of relevant educational departments, schools and their parents. The educational administrative and supervision departments should strengthen supervision to ensure that school allocate their time reasonably; school should implement government’s educational policies strictly, and shall not extend their school time arbitrarily; teachers should guide and encourage lower grade students to plan their time, and teach them how to allocate their time rationally; parents should help and guide their children to distribute their time on their own. Lower grade students in primary school should bring their initiative into full play, and plan their time reasonably and independently.
