As the global economic integration, the continuous development of knowledge economy, higher education unit has long transmission backbone talents for our country, plays a vital role in the construction of the motherland. But every time reveals the characteristics of different college students, groups, students work most closely with cadres and is the foundation of the utility of education unit and solid barrier.At this stage, however, for the work of student cadres of the control and the management pattern there is a big loophole, has not yet formed a unified,standardized and highly effective system, running smoothness, applicability and practicability are yet to be, in addition, many scholars talent resources mining in colleges and universities and the improvement of management personnel quality, etc is not yet a multi-angle aspects thorough analysis. Based on this background, this article is based on human resources development and management of the relevant theoretical basis, using the theoretical analysis, literature research, questionnaire survey, case investigation and research methods, the cadre of the student work in colleges and universities, analyzing the present situation and problems of human resources development and management of the clarity of its existing and potential problems, this paper expounds the innovative new operation mode. The model contains a total instruction, used to connect the four subsystems of communication.The four subsystems has its own functional areas, including decision system innovation instruction, and will have to take measures to inform the implementation system and supervision system, and to know the present stage unit interior to implement the measures, by its strictly controls the process of execution and regulation. Finally completed in execution system implementation plan, the feedback system will be the effects of these measures and benefit integrating, through comprehensive comparison, improvement measures are proposed, and its reporting to the decision-making system, based on the consideration of the comprehensive andpromulgated new instructions. Through these four efficient cooperation system,combined with the seven mechanism of strong support, can fundamentally improve the efficiency of the model run, and add a helping hand for the analysis and deconstruction of this field. Also gives the idea change as the forerunner, take the model to explore, strive to make the personnel management development in the direction of flexibility, flattening, transferring from the traditional personnel management attaches great importance to the management to attach importance to human resources development of rationalization proposal.
