During the process of promoting the popularization of higher education in our country, there are a number of institutions playing a dominant role, which can not be ignored, they are called the new built local colleges. Although compared with the old institutions and colleges, these institutions which appeared in the1990s seemed to be a bit immature, but they greatly accelerated the process of the popularization of higher education, and had trained a large number of personnel for China’s economic development. After20years of development, the majority of new local universities have gradually located their positions for themselves, positioning as "application-oriented institutions", and positioning their own training objectives as "application-oriented talents." However, due to the lack of the necessary theoretical guidance in the process of the actual development of these institutions, there has been the phenomenon of quick success and instant benefit and blind comparisons, leading to the fact that the cultivate talent does not have their own characteristics, and even out of touch with the needs of society. An important reason for this phenomenon is that there is no clear understanding of "what is the applied talents" and "How to foster the Applied Talents". On this basis this article attempts to provide a clue as to explore the solution of these problems and try to make some of our little effort.With the development of society, the function of higher education has undergone a lot of changes from the original purpose of fostering the elite talents to the needed talents for social development, and the higher education is changed from elite education to mass education, After the age of the large industrial machine, there appeared a social diversity demand trend for the types of the talent, the popularization of higher education has also led to the differentiation of educational types, therefore the Applied Talents emerges in such a situation. The western developed countries focus on the application-oriented talents earlily, and take the lead in the reform of higher education, which combines personnel training and social production activities closely together to foster a large number of practical talents for the country’s economic development. It is relatively late to do some research on the application of the talents in china, since the late1990s, with the continuous progress of reform and opening up, under the national call of the rapid social and economic development policies, the emergence of a number of new local universities is beginning, people began to have a discussion on the concerns of the Applied Talents.Either in theory or in practice our new local universities in personnel training in the application are relatively backward, there are many problems in practice due to the lack of theoretical guidance. In order to describe them specifically.herein we specially selected X College as the study object of our research. Through the forms of the field research, interviews and questionnaires we try to get an in-depth understanding of the efforts which the X College made in the applied talents and the existing problems.On the fostering of the Applied Talents, the Western developed countries have much useful experiences for our learning, the paper selected Hanno Fort University of Applied Sciences in Germany, we try to introduce something from the school orientation and guiding ideology, recruitment, professional setting, personnel training system and faculty building etc, in order to solve the problems of our new local colleges and provide some references.We can get inspiration from the abroad experience of fostering the Applied Talents, in order to develop a successful social needs of the application-oriented talents, the new local colleges need to work from the following aspects:on the terms of ideology, we must have a clear understanding of the applied talents who are unlike the traditional academic talents, but also unlike the vocational talent, they have their own characteristics and connotations; on the development of personnel training programs, we should continue its optimization based on the practical problems of teaching practice; on practice teaching, we should focus on students’vocational skills needed in the future and the professional qualities needed for occupation; on the teachers, we should focus on the building and training of "Double Teachers" team who are combining the theory and practice; on the assessment of the personnel training, we should develop a scientific and reasonable evaluation system for personnel training to achieve the target of providing protection.
