The independent college is an exploration and innovation under the new situation ofhigher education in China. It is an effective way which can expand the high quality re-sources in Chinese higher education better and faster. It also can shoulder the re-sponsibility of cultivating high-quality talents for the nation, which determines the con-struction of teachers’ team must have special requirements. Independent college has gotrapid development during these years, because of its unique advantages. But it is facingthe increasingly fierce competition now. The competitions between independent collegesare actually talent competition. Independent college should cultivate a teachers’ teamwhich has loyalty and honesty, reasonable structure, exquisite skills and stability. In thatcase, independent college can get a healthy development. Nowadays, the teacher’s per-formance appraisal system of independent college in China has many problems, such asparameters are not reasonable, standards are fuzzy etc. It cannot fully meet the scale of thedevelopment of Chinese independent college and the law of the development of moderneducation. Therefore, how to optimize or improve the teacher’s current performanceappraisal system of independent college is an important issue to the HR department.At first, this thesis describes the theories of the performance appraisal and studies theperformance appraisal’s purposes, status and problems of the independent college in China.On this basis, this thesis discusses the better basic contents of the teacher’s performanceappraisal system of independent college. Through investigation and analysis on theperformance appraisal system of City College of WKD, this thesis found the main problemsand reasons in their systems. At last, established a mathematical model by the guidance ofthe theory of Principal Component Analysis (PCA), this thesis tries to optimize the teacher’sperformance appraisal system of City College of WKD and has tested the data using thestatistical software SPSS18. The role of performance appraisal is to establish a measure ofvalue, compare with the teacher’s behavioral results, establish a scientific performanceappraisal system based on the development of the teachers of independent college,strengthen the control of teacher’s behavior, use the evaluation results correctly andmobilize the enthusiasm of teachers fully. This study has a positive practical significance.
