At the end of20th century, the Chinese Ministry of Education developed an"Education Promotion Plan of Action for the21st Century", claimed that the ChineseMinistry of Education decentralized gradually the jurisdiction over higher vocationaleducation and greater the power of the provincial people’s government and highervocational schools, asking people to develop higher vocational education vigorously.Since then, higher vocational education in our country was taken seriously anddeveloped quickly. The relationship between higher vocational colleges and the citieswhere they locate becomes increasingly close. In this context, the interactiverelationship between colleges and cities is increasingly hot and has been paidwidespread attentions by scholars in China. Therefore, this thesis will discuss itcomprehensively and systematically and hope that it can provide feasible suggestionsfor their development.There are five parts in this paper. The background and significance of study arediscussed in the first part and the research status at home and abroad in this area aresummarized. The second part illustrates the concept and essential characteristics ofhigher vocational education, which proves that there are inevitability and possibilityfor their cooperation. Chapter three studies comprehensively the interaction, and sumsup three characteristics of the interactive relationship. The meaning and operationmechanism of the interactive mode City-Leading, School-Coordinating arediscussed in part four. In the last part the author gives colleges, governments andenterprises some proposals with regard to the problems in interaction.
