With the rapid development of economy, "big government, small society" can not meet the normal requirements of the people, then non-profit organization come into being. social work agencies, who provide professional social service,can assume some functions of government. November 2011, 《on the strengthening of social work professionals Construction opinions》 issued, Stressed that we need to develop social service agencies actively, guide non-profit organizations to absorb the social work professionals. Social work agencies are a major component of non-profit organizations. In recent years,the government support the development of social work agencies through various forms.Such as lowering the threshold for registration, Government buy services from social work agencies, etc. In order to provide a guarantee for the development of social work agencies.On the other hand, the community committees take a lot of administrative tasks, who have heavy workload and greater pressure.Social work agencies are under the government’s support to hang onto communities in many projects, originally, the community and social work agencies have no relationship, but now, they will interact each other.In this paper,I use research methods such as literature review, interviews, observation of participation in.In the perspective of social exchange theory, eight social work institutions in Guangzhou and Nanjing are for the study.Analyze the process of interactive between social work agencies and the community in Guangzhou and Nanjing.Firstly, I research the attraction between social work agencies and the community. their interaction began to social attraction. In the beginning, In most cases, this kind of attraction forms the community has more appeal for the social work agency, Because social work agency need to rely on the community to carry out services, and the government support the social work agency, it must take real action to develop itself and do service for resident in this community, the conditions of the community make the social work agency want to turn out interaction with the community.In this case, social work agencies will be very active, modest,friendly, make themselves become attractive, they want to give the community a good impression, and thus make the community accept themselves.those are the great effort from the social work agency, in the beginning, they want to have relationship with the community. Of course, for those communities who know the social work agencies, social work institutions also exist attractive. In this case,both sides have a mutual attraction.the community will accept social work agencies fervently,sometimes,the community also do some great effort to attract social work agencies.In the guidance of attractiveness, the two sides began to the process of social exchange.Social exchange have a wide variety of forms. through the data that I collected, the results can not represent all forms of social exchange.first,I take about the forms of social work agencies’exchange.Social work agencies will provide newsletter for the community, sometimes they participate in community’s administrative work, what’s more,they also take the initiative to work with the community, and the leaders in social work agencies also visit the stakeholders from the community, both they also have regular interaction. Then I talk about the forms of the community’s exchange.The community provide work sites and equipment for social work agencies, they also support the work of social work agencies initiative, sometimes the community help to solve the problem of social work agencies. From this,we find these exchange forms between social work agencies and the community are more specific.During the exchange, the two sides will get compensation, both of them find profitable, they will have more contact and further interaction,the two will get closer,because they find profitable. In this process, social reward and social exchange are overlap in many ways. For example, the community exchange their service sites, which is the reward of social work agencies exactly, and social work agencies’service become more convenient. If both sides get balanced paid, it’s a new kind of attractiveness, this attraction will continue to promote interaction between the two parties.Generation of social exchange, and then get social returns, which is an interactive process cycle.Of course, the balanced paid are not always occurred. If the paid is imbalanced, they will have difficulties when they have interaction. For example, the community have excessive intervention to social work agencies, community does not endorse social work agency, community workers do not have high quality caused the two sides interactive disorders. Some community workers can not realize that social work agencies are not their subordinate, they want to get help from professional social workers, so they always give too many administrative works of themselves to social work agencies, which make some unnecessary troubles.To promote positive interaction between social work agencies and the community, In this paper, I think that it need three parts to work together. Which means the government need to work together with the community and social work agencies. Social work agencies need to introduce professional people,At present, social workers’turnover rate is very high, they have low social identity.They work hard but get few paid.though their job is so meaningful. And social work agencies should broaden their ability to link funding, their funding form government procurement of services is often inadequate, social work agencies do not have financial security. And social work agencies should think about the community’ needs as a starting point, combined with their own work, integrate the limited resources effectively. The community need to improve their own quality and service quality, and they also need to clear their own responsibilities, because they order social work agencies to do their work overly in some time.Government need to protect the social status of social work agencies in the legal level, support better funding for social work agencies. In addition, social work agencies and the community should be mutual trust, have more communication and share, Good communication is the foundation between their interaction, which can reduce a lot of resistance. Those are very helpful for positive interaction between social work agencies and the community.
